Paypal wake up

Paypal is obviously another Rip Wan Wynkel or the word wide web, too bad they went to sleep many years ago and never woke up.

Though they say "Pay anyone with an email address" that anyone has to be a person living in a handfull of european countries the US or india. Doesn't truth in advertising apply to the web?
